The General Conference (along with the Executive Board) is UNESCO`s governing body. It is composed by the representatives of the organization`s States Members and attended by States Members, Associate Members, observers for non-Member States, intergovernmental organizations, and non-governmental organizations.
The General Conference meets every two years and its duties are the election of the Board`s members, the appointment of the Director-General (every four years), the budget and programmes of UNESCO. All in all, it determines the function and policies of the organization.
